Slovenia Moves Toward Legalization with New Adult-Use Marijuana Bill and Medical Cannabis Win

Marijuana Legalization

In a historic move for Eastern Europe, Slovenian lawmakers have filed a bill to legalize marijuana for adult use, just as a separate proposal to expand medical cannabis access officially cleared parliament. This two-pronged momentum signals a cultural and political shift in Slovenia’s approach to cannabis—and positions the country as a potential regional leader in reform.

The adult-use proposal, introduced by members of the opposition Social Democrats and the ruling Freedom Movement, would permit individuals over 18 to legally possess and grow marijuana for personal use. The bill emphasizes personal freedoms, responsible use, and the importance of decriminalizing cannabis to reduce stigma and legal consequences for consumers.

Meanwhile, Slovenia’s National Assembly passed a separate medical cannabis resolution, instructing the government to develop regulations that would expand access to cannabis-based treatments for patients. This resolution mandates the Ministry of Health to coordinate with the Medicines Agency and other relevant institutions to outline a system that ensures safe distribution and use.

Lawmakers backing these measures say Slovenia must modernize its drug policies in line with global scientific evidence and successful legalization efforts in countries like Germany, Canada, and several U.S. states. Supporters also argue that regulating marijuana can protect youth, eliminate the illicit market, and generate public revenue.

While the bills still require further debate and final passage, the dual progress of both recreational and medical reform highlights a strong political appetite for change. Slovenia could soon join a growing list of European nations rethinking cannabis prohibition—offering new opportunities for patient care, economic development, and individual rights.

At High Science, we view these international advances as part of a global wave pushing toward cannabis normalization, responsible policy, and informed access. Whether it’s THC, CBD, or hemp-derived remedies, every step forward matters.

Keep watching the movement. Slovenia’s next.
